Even if I live in Europe, can I still import both an American console and game and play it?

Is the only difference that I will use more or less watt so I have to pay more or less?

Since you're a Kiwi, I thought that your region also counts for Australia, that means that you may have the answer?

There shouldn't be any reason why not I don't think. You may need a converter for the plug though.

American consoles (NTSC) can only play American (NTSC) games, where as Europe (PAL), New Zealand and Australia (PAL) can only play PAL games.

You can't play a PAL game on an NTFS console, or vice versa.

Do you mean the "energy box"?

One of the cables lead to a box, is that the one I should get if I want to play a no-PAL game on the PS2?

The plug is the thing that goes into the wall. You can get convertors to fit the sockets for your country.

If you want to play a non PAL game, generally, you need to have a non PAL console, but it doesn't always apply. Just usually.

Would it not be easier if you just found a PAL copy of the game you want?

The game I want is Tales of the Abyss, I love gamres like that, I loved Tales of Symphonia on the GC, sso I want ToA as well, but It's unforntunately a game one can only get in North America and Japan, it looks Godly, judging form the intro and walkthrough;

In that case you're going to have to import An NTSC console and an NTSC game.

Sucks, games should be released in both versions.

I want that game for a reason, I spent my entire summer vacation in the 10th grade sitting inside drooling over game footage of the game.
